自1978年以来，我国中小企业已借助于改革开放的东风获取了极大的发展，并且在改革开放不断深入、市场经济日益发展的背景下，中小企业还日渐发展为我国经济格局中最具活力、最具潜力、足以支撑国民经济快速发展的重要力量。就青岛市的中小企业发展现状看，截至2011年初，本市中小企业数量已经高达36万多家，其整体注册资金已在3000亿元以上，在该市GDP的比例分配中，中小企业完成增加值已占到52%；在该市税收总额比例分配中，中小企业完成税收已占到30%；在该市新增就业比例分配中，中小企业吸纳新增就业人数已占到75%以上，俨然发展为该市吸纳劳动就业以及增加群众收入的主要渠道。

但纵观我国中小企业发展历程，此类企业较长时期都存在自身技术力量薄弱、企业内部人员素质不高等缺陷，进入新世纪以来，中小企业还面临着资金力量不足、融资渠道有限等问题，再看青岛市企业发展情况，该市中小企业发展也不是一帆风顺，甚至一度遭遇发展瓶颈。在2010年8月，青岛市工商业联合会、青岛市总商会课题组共同完成了一份调查问卷，即《后危机青岛中小企业结构调整现状、问题与对策建议》，在该份问卷调查的分析结果中，青岛市出现融资困难问题的中小企业数量大约有60%，在所有中小企业中，60%的企业认为融资困难对企业技术改造产生很大影响，47.4%的企业认为融资困难首要制约着企业整体发展，34.78%的企业认为融资困难主要限制了企业“转方式、调结构”战略的实施。

近年来，为了创造更好的、适合中小企业健康发展的生态环境，青岛市政府紧随国家政策的风向标，出台了一系列推动中小企业持续发展的政策和条文，而且明显缓解了中小企业发展困境、加快了中小企业发展脚步。本文以青岛市中小企业为例，分析青岛市中小企业的发展瓶颈，展开青岛市在解决中小企业融资困难、拓宽中小企业融资渠道方面所展开的有益探索，积极为我国中小企业整体发展以及企业融资渠道的拓展和改善提供相应的帮助。
